Faith E. Lowry
Senior Counsel
Faith Lowry is an experienced trial attorney who has worked on both sides of the docket, representing plaintiffs and defendants in Texas and federal courts across the country.
Before joining the firm, Faith served as Trial Attorney for the Federal Programs Branch of the Department of Justice, where she defended Executive agencies and officials across the country against high-profile policy challenges; and as an Assistant United States Attorney for the Western District of Texas, where she represented the United States in both affirmative and defensive civil litigation. Prior to entering federal service, Faith practiced at a full-service Texas firm where she handled civil litigation matters, including as counsel in commercial and fiduciary disputes, healthcare litigation, and eminent domain litigation.
Faith graduated first in her class from Baylor Law School, where she participated in multiple advocacy teams and served as an Executive Editor on the Baylor Law Review. After law school, Faith served as a judicial law clerk to the Honorable Reed O’Connor of the United States District Court for the Northern District of Texas.

- Defended the administration of USDA’s farm loan programs in putative class actions
- Defended USDA’s administration of the Discrimination Financial Assistance Program
- Defended challenges to ATF’s stabilizing brace rule in cases across the country
- Defended Treasury Department in cases challenging the Corporate Transparency Act
- Prevailed on dispositive motion challenging Medicare’s drug coverage criteria
- Obtained two complete defense decisions in federal bench trials for tort claim brought against BAMC surgeon physicians
- Defended high-speed rail company’s right to exercise the power of eminent domain
